2 out of 3 targets are obviously not possible. To unblock them could give players more to think about. If at least one of them would be unblocked with a path to it possible, the board would become more interesting and could offer a 2 off path. :)
The clutter, while ugly, hides the trick better than a clean and purposefully-designed level ever could. Of course it would be better if the clutter also had puzzle elements.
