I found it very challenging and was stuck at 2 off for days, I just couldn't see where to gain 2 steps.  Then I saw a new order in certain blocks that I'd continually overlooked, yippee.

I thought it was a nice tricky level, I got it by trying an unintuitive route which proved to be correct (after a few incorrect ones).

For me, the road block was the left section. I had no problem with optimization of the bottom and top ones, but had to really work out the left one with different tries. Very interesting level. For me generally counter intuitive.
